Puzzle: can you figure out the mnemonic acronym?

Here’s a mnemonic puzzle for you. It’s an embellished (a few extra letters thrown in) and memoria sillabarum (combined selected syllables) style acronym that has been made into a visual sentence (acronyms surrounded by narrative logic). This is not a previously published mnemonic you Googlers!

A wooden slat is pushed underground using a lipo procedure to suck out all of the shrubs of the countryside.

Clues to come until someone gets the right answer.

“sh”?

H? Hrvatska?

@Liam, it’s all in English. Maybe that’s the problem.
H = Magyarország (Hungary)
Hrvatska = Croatia

My bum is Belarus, Ukraine, and Moldova. Can you see the line of countries that form the NATO alliance on the eastern side now?
