Here’s my latest with some subtle adjustments. I hope it helps you develop your own:
Mine is based on the Major system, so 15 = DoLly parton DueLling with a DoLly.
I’ve just added single digits for 0-9. Managed to get them all, but stuck on actions for 5 and 6. Trying to keep the actions with just 1 consonant to make it clear they refer to a single digit.
0 - sawing
1 - tee-ing
2 - kneeing
3 - mowing
4 - rowing
5 - ?
6 - ?
7 - cueing
8 - waving
9 - paying
Any thoughts on 5 or 6?

Ah, sorry…you just want that ONE consonant in there (Except the ending ng of course).
Hmmm, maybe “laying” as in laying down, and “shooing” (as in shooing something away with the hands) or “washing”

Rowing, pretend w is a vowel: it is in Welsh! By the same logic: mowing, towing, sewing,
Y is a vowel in these examples: paying, saying, laying
gh is also a vowel in these examples: weighing, neighing
They don’t fit into the “A, E, I, O, U” thing you were probably looking for, but they sound like vowels in those contexts (so technically are vowels), and since you’ll be thinking phonetically, I doubt it’ll pose a problem.

This. I’ve never forgotten an image where a character shits out anything.
Can call it “pooing”, one consonant, boom!

I went with “washing” for 6 and “ailing” for 5.
